211 LA is seeking an experienced Program Manager to develop, implement, and oversee 211 programs. As a Program Manager you will be responsible for program design, stakeholder engagement, planning, organization, resourcing, team management, and meeting program goals, with support from your direct supervisor.
211 program services is designed with the objectives of providing local community-based service navigation to promote access, linkages, and increased utilization of health and social services for LA county resident.
POSITION ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:
Program Development and Implementation:
- Designs program plan and goals in coordination with internal and external stakeholders.
- Develops and implements an evaluation method and metrics to assess program strengths and areas for improvement; identifies interventions needed to ensure program goals are achieved.
- Works with assigned Resource Writer to facilitate program-related database development.
- Coordinates with 211 LA Public Affairs department for program presentation and outreach campaign materials.
- Assists with hiring, onboarding, and training of team members.
- Identifies knowledge, skill, and resource strengths and needs, and provides or secures training and resources needed for program team to succeed.
- Guides program team in developing and implementing project plans.
- Meets regularly with program team to track project progress, modify project plans, and overcome implementation challenges.
- Manages and oversees program team including providing regular performance feedback, maintaining positive morale within the team, encouraging creative ideas and inter-group cooperation.
Stakeholder Engagement and Project Management:
- Builds strong relationships and consistent ongoing communication with internal and external program stakeholders, including but not limited to the Special Projects team, program Steering Committee (when applicable) and funding partners including County Departments.
- When applicable to the program, manages the build out and onboarding of partners for the referral tracking and follow-up tool, CareLinQ, working with the Client Services Manager and key stakeholders to determine business workflow, user roles, and program rollout.
Performance Monitoring and Reporting
- Sets and tracks outcomes and program milestones for reporting purposes.
- Provides Steering Committee with regular reports on program implementation.
- Works with all aspects of the operation to ensure 100% contract compliance
- Creates monthly reports and works with Accounting to provide contract invoicing and documentation.
- Perform other duties and assignments in accordance with established Agency mission and values.

- Strong knowledge of project management principles.
- Demonstrated problem solving skills and the ability to identify and resolve problems in a timely manner; gather and analyze information skillfully and maintaining confidentiality.
- Ability to be comfortable in and move program goals forward in an uncertain, politically sensitive, and rapidly changing environment, while keeping key stakeholders informed and engaged.
- Experience leading cross-sector and inter-agency collaboration.
- Excellent listening, face to face, verbal, and written communication; friendly, approachable, and professional customer service attitude.
- Social services background and/or thorough understanding of human services and the way they are delivered, including knowledge and importance of protecting sensitive client information.
- Thorough working knowledge of the information and referral process and social services delivery.
- Ability to prioritize and plan work activities; uses time efficiently in a rapidly changing environment.
- Ability to work effectively with people of diverse cultures, ages, and economic backgrounds.
- Comfortable preparing, delivering, and continuously improving presentations and public speaking and training skills.
- Ability to travel as needed including multiple days per week to achieve Agency objectives; may be required to work evenings and weekends, including multiple weekend days per month.
- Ability to work independently and exercise initiative and good judgment.
- Ability to work in group settings; collaborative teamwork.
- Effective and comprehensive computer skills including Microsoft Office, Google Docs or equivalent (Word, basic Excel, PowerPoint); including the ability to use or adapt to new computer programs, software, equipment, and/or hardware.
- Ability to remain available for undetermined scheduling to respond to county emergency response in the event of an unforeseen emergency or disaster.
- Ability to communicate as English/Spanish bilingual is desirable.
- Current and valid driver’s license and proof of insurance when using vehicle on official Agency business.
REQUIRED EDUCATION AND/OR EXPERIENCE:
- Minimum of 2 years experience managing staff and/or teams.
- Minimum of 3 years experience managing projects and/or programs.
- Has led or participated in program development of a new program, preferably related to public outreach/engagement or social services delivery.
- A Bachelor’s Degree or Master’s Degree in a relevant field (Social Work, Public Administration, or other related field) or equivalent experience.

As a 211 LA County Program Manager you will regularly be required to: work at a desk, conference table and work at a computer for extended periods of time. You will be frequently required to walk, sit, stand, lift up to 25 pounds unassisted, setup tables and canopies, and drive to locations to attend meetings and events.
